But most Republicans opposed the effort, saying the regulations were potentially too onerous and that Democrats were trying to use the issue for partisan gains in November. Over the course of 2017, the FCC, led by Ajit Pai, voted to repeal the 2015 Open Internet Act with the goal of giving ISPs more control over what customers could access and paving the way for "internet fast lanes" for certain sites. The Open Internet Order prohibited internet service providers from blocking, slowing down, or discriminating against content online. The House has a much larger Republican majority, however, and a lot of them support the FCC's decision to overturn net neutrality regulations.

The bipartisan resolution, which Senator Hassan helped introduce, overturns the Federal Communications Commission's (FCC) partisan decision to repeal net neutrality protections.

The US Senate has voted to overturn the Federal Communications Commission's (FCC) Restoring Internet Freedom Order which replaced previous net neutrality legislation, passing a bill that has little chance of advancing in the House but offers net neutrality supporters and Democrats a political rallying point for the midterm elections.

Additionally, a Nexis search for "net neutrality" produced zero results among the nation's top newspapers, including The New York Times, The Washington Post, The Wall Street Journal, the Los Angeles Times, the Chicago Tribune, the New York Post, and USA Today. All the polls show that the majority of voters, Democrats and Republicans alike, are in favor of net neutrality. At least one Republican senator, Lisa Murkowski, remained undecided. However, a similar vote looks unlikely in the Republican-dominated U.S. House. Tech giants such as Google and Facebook have been vocal in their support for the retention of the rules. "Net neutrality is what allows the internet to be a tool for free speech, permissionless innovation and diverse voices on an infinite number of websites", said Chris Lewis, vice president at the advocacy group Public Knowledge. Democrats think the fight to restore the rules could be a political victor during November's congressional midterm elections even if the effort is unsuccessful, as it will force Republicans to record a vote against reinstating the rules. "This resolution takes us in the wrong direction", said Senate majority leader Mitch McConnell. The FCC's reckless decision to end net neutrality creates major uncertainty for small businesses and threatens their ability to grow and create jobs in New Hampshire.
