The top Democrat on the Senate intelligence committee says he will vote to confirm Gina Haspel to be the next CIA director. Sen.

The committee voted 10-5 in favor of President Donald Trump's choice to head the spy agency.

Two of the committee's seven Democrats are supporting Haspel, including Virginia's Sen.

"I don't believe that torture works", she told the committee, but stopped short of saying whether the interrogation program was "immoral" or should have been carried out.

'I won't condemn those that made these hard calls, and I have noted the valuable intelligence collected, ' she said, while conceding that 'the program ultimately did damage to our officers and our standing in the world'.

In the letter, seen as an attempt to sway undecided Democrats, Haspel condemned the CIA's past torture program and said the decision to begin such a program "is not one the CIA should have undertaken" and promising not to restart any torture program at the agency. She was also questioned about her role in the destruction of tapes showing those interrogation sessions.

Sadly, but not surprisingly, one of Gina Haspel's most vocal opponents in the confirmation process is fellow Kentuckian Rand Paul.

Haspel now is all but assured to win confirmation in a vote before the full Senate that could come as early as Thursday. She was also asked about a "black site" in Thailand.

In the days leading up to the vote, it was unclear whether Haspel would have the support she needed from Democrats on the committee. Mark Warner of Virginia and Joe Manchin of West Virginia. Her nomination can now be considered by the full Senate.

Bolstering the comments she made during her hearing, Haspel wrote, "I do not support use of enhanced interrogation techniques for any objective". Senator John McCain of Arizona said her role in overseeing the use of torture by Americans is disturbing.

The Senate Intelligence Committee, under the leadership of Feinstein, investigated the CIA's interrogation and detainment program for terrorists in 2014. John McCain (R-Ariz.), who endured years of it as a prisoner of war in Vietnam, and Dianne Feinstein (D-Calif.), who authored the Senate's definitive report on the CIA's practices - to declare Haspel unconfirmable.

"The torture of detainees in US custody during the last decade was one of the darkest chapters in American history", McCain said in a statement. While she finally admitted publicly that the Central Intelligence Agency should not have undertaken the detention and interrogation program, she refused to label torture as immoral and contrary to American values.
