Comey deviated from Federal Bureau of Investigation norms in Clinton email probe

President Trump was set to receive a briefing Thursday on the highly anticipated inspector general report on law enforcement's handling of the Hillary Clinton email probe before its release to the public later in the afternoon.

The inspector general's report will be released in full later on Thursday.

As noted earlier in CBS' scoop, the report criticizes Comey and then-Attorney General Loretta Lynch for lack of communication and effective coordination. As the Hill notes, the specific ways in which Comey violated Federal Bureau of Investigation procedural norms aren't yet clear, though that will likely change in the coming days. When Horowitz announced the review in January 2017, he said it would address accusations that Peter Kadzik, the former head of legislative affairs at DOJ, gave "non-public information" to Clinton campaign chairman John Podesta, after reports on stolen emails from WikiLeaks revealed Kadzik sent a "heads up" about a congressional hearing where another Justice official was likely to be questioned about Clinton's email use.

The report by the Justice Department's inspector general will be the latest bombshell in the seemingly never-ending fight over the 2016 election. Comey informed Congress of the emails October 28, 2016.

Horowitz' report found no "documentary or testimonial evidence" that the lovebirds' political bias affected their work, but conceded that "the conduct by these employees cast a cloud over the entire FBI investigation".

President Donald Trump has repeatedly asserted that the FBI botched the Clinton email investigation.

The report is the culmination of an 18-month review of what's being called the most consequential FBI investigation in recent history.

"James Comey's legal problems continue to grow", said Chaffetz, arguing Comey divulged classified information just like Clinton did when he leaked his memos on his conversations with President Trump. During the initial email probe, Lynch privately met with former President Bill Clinton on an airplane tarmac in Arizona.

A Justice Department spokesman confirmed Thursday that the report will include discussion of additional text messages between Strzok and Page.

"I want to believe the path you threw out for consideration in Andy's office - that there's no way he gets elected", Strzok wrote, "but I'm afraid we can't take that risk".

"This report confirms what we have known for a long time - that the FBI inappropriately applied a double standard to the Clinton and Trump investigations which hurt her and helped elect him", Podesta told Reuters.

The officials who exchanged the text, FBI agent Peter Strzok and FBI lawyer Lisa Page, have become lightning rods in the tug-of-war between Republicans and Democrats over the legitimacy of the Russian Federation investigation.
