Details of the document are not yet clear.

"For the record of history, never before has a U.S. President spoken this way of a dictator accused of crimes against his own people", former Rep. David Jolly (R-Fla.), a frequent critic of the president, wrote on Twitter.

The outcome came after an extraordinary two days in which Trump and Kim arrived on this Southeast Asian city-state in a strikingly lopsided power dynamic - Trump, 71, the leader of the world's richest and most powerful nation and Kim, 34, the ruler of the most isolated and repressive.

The Pentagon has reassured allies of its "ironclad" security commitments, after President Donald Trump cancelled its Korean military exercises.

Japan, the chief US ally in the region, got none of what it wanted - Kim made no promise to address the issue of Japanese citizens abducted by North Korea, and he offered no limits on his ballistic missile programs.

Mr Trump's announcement, made in a press conference at the end of the historic summit with Mr Kim, could overturn longstanding U.S. policy and was described by experts as an "astonishing" concession.

US President Donald Trump (R) and North Korea's leader Kim Jong Un shake hands following a signing ceremony during their historic US-North Korea summit, at the Capella Hotel on Sentosa island in Singapore on June 12, 2018. It was the first meeting between sitting leaders of the two countries, which are still technically in a state of war. "We haven't given up anything", he said.

Mr Trump said scrapping them will save a "tremendous amount of money", but he added that they could be reinstated if co-operation from the North declines.

The declaration took some South Korean and US military officials by surprise - though US Defence secretary Jim Mattis was not among them, with spokeswoman Dana White saying "there were no surprises". "If our alliances are getting weaker and we're not going to do military exercises, where is the pressure?"

The US would suspend "provocative" war games it holds with South Korea.

At the US military command in South Korea, officials also reacted with uncertainty.

While President Trump might be correct that his threat to rain "fire and fury" on the Korean Peninsula helped get Kim to the table (and perhaps persuaded Xi to cajole him there), the opportunity to convert that leverage into real denuclearization has been squandered.

As the two flags hung side-by-side in the backdrop for the first time ever, both Kim and Trump expressed hope that their summit would be fruitful. "Anybody that takes over a situation like he did at 26 years of age and is able to run it and run it tough".

According to Bossert, now an ABC News contributor, the summit paved a path toward the recovery of POW/MIA remains, the complete denuclearization of the Korean peninsula, the replacement of the Korean Armistice Agreement, and the ultimate recognition of the North Korean regime. "That's going to start very soon".

"I think we're in a good place, certainly compared to eight months ago", he told The Times.
