A political deadline in Mexico to sign the deal by December 1, plus requirements in American law have put pressure on Canada to join the pact by the end of this month at the latest. A bilateral deal announced by the United States and Mexico on Monday was a breakthrough that infused renewed optimism around a new NAFTA.

The US and Canada met for most of last week without reaching a resolution. "There (just) seems to be a wild card on there".
