A fallen tree crashed through the home where a woman and her baby were killed in Wilmington North Carolina after Hurricane Florence made landfall. The father was pulled from the home and transported to a local hospital with injuries, police said.

"It looks heavy outside", she said.

It comes amid otherwise serious warnings for residents in North and SC as Hurricane Florence, which was downgraded to a tropical storm on Friday, continues to put properties and lives at risk.

"This storm is slowly and painfully grinding across our state".

"In addition to the ongoing, risky storm surge and flash flooding, will be a long-term river flood threat WELL INLAND as very heavy rainfall continues to fall in the coming days"'. "We're deeply concerned for whole communities which could be wiped away".

Emergency declarations were in force in Georgia, South and North Carolina, Virginia, Maryland and the District of Columbia.

"We would recommend that people hold on to nonperishable items to be prepared for the next emergency, which could happen at any time of year", said James City County spokeswoman Renee Dallman. Hundreds have been rescued from their homes.

Trump visited all three areas previous year. Florence dumped more than 20 inches on Oriental, N.C., the NHC said.

The National Hurricane Center said a gauge north of Wilmington in Emerald Isle, North Carolina, reported 1.92 metres of inundation.

According to the BBC, floodwaters may ride up to 13ft (4 metres) and Federal Emergency Management Agency administrator, Brock Long, explained: "So this is a very unsafe storm".

Hurricane Florence is moving at a speed of 6mph, and as of the National Hurricane Center (NHC) update at 5am AST (10am BST), was located 10 miles east of Wilmington. The coming storm surges and heavy rains will cause severe flooding that may submerge parts of the Carolinas in up to 40 inches of rain.

Officials in New Bern, which dates to the early 18th century, said over 100 people were rescued from floods and the downtown was under water by Friday afternoon.

Besides federal and state emergency crews, rescuers were being helped by volunteers from the so-called "Cajun Navy" who also turned up in Houston during Hurricane Harvey to carry out water rescues.

In Wilmington, near where the eye of the hurricane touched down, trees and power lines were felled and many windows were broken.

A warming climate also means that the atmosphere can hold more and more water vapor, fueling hurricanes with even more water that can fall on coastal areas.

The city awoke Friday to the sound of exploding electrical transformers with strong gusts of wind throwing street signs and other debris as well as water in all directions.

Florence is about 644 kilometres wide and it's winds have dropped from a peak of 225 km/h to 165 km/h, reducing the hurricane from a terrifying Category 4 to a Category 2.

North Carolina emergency management officials said more than 600,000 customers in North Carolina were without power.

Tropical storm-force winds extend outward up to 175 miles from its center.

A video of a live segment of him in Wilmington, North Carolina, shows him bracing his feet on where he's standing, presumably so he won't be blown over during his segment. The large size of the tree made it hard, Wilmington Fire Department Chief Jon Mason said during a Friday afternoon press conference. Florence touched down early Friday as a category 1 storm with sustained winds of 90 miles per hour, quickly knocking out power.

Under the program, which runs to September 25, 2018, customers at Southeaster Grocers' Bi-Lo, Winn-Dixie, Harveys and Fresco y Más supermarkets can make financial donations at checkout to support Hurricane Florence relief and recovery efforts by the American Red Cross.
